Why was the Trust Deed amended in 2003? In particular, why was the Trust Board quorum changed to 51% with a minimum of 13 Trustees having to be present?

Also, in claiuse 16.6 of the Trust Deed it states that only registered beneficiaries are allowed to attend hui? Why only registered beneficiaries?
